The Meghalaya Democratic Alliance (MDA) Government which is being led by the National’s People’s Party has made it prominent that the government would work towards passing the full budget in the upcoming Assembly Budget session. The Assembly Budget Session is most likely to start from March 16. The Chief Minister of Meghalaya, Conrad Sangma revealed the statement to the media people on Monday. In his statement he said,
“We will be tabling the budget for the year 2018-2019 in the upcoming budget session. We are hoping to pass the full budget in the upcoming session”.
The Chief Minister also clarified that in case the government wouldn’ be able to pass the full budget, it would then look to pass the vote-on-account for the month of April till June. Also, the CM threw the light on cabinet meeting and said that the main agenda of the cabinet meeting is, to go through the Governor’s address.
“The Governor’s address would be sent to the Governor after the approval of the Cabinet,” CM Conrad Sangma said. As per the words of the Chief Minister Conrad Sangma, the dates of the Assembly Business Session would be decided by the Business Advisory Committee of the MDA Government. The CM further added, “The dates of the Assembly Session are yet to be decided. We will know after the Business Advisory Committees approved it.”
When the CM was asked about the number of dates for which the Budget Session would be in the flow, he reverted that the Government would try to fortify that it gets enough time for the members such that their requirements are met. It would also include the private member’s business and government‘s business. On being asked whether it would for a whole year or it would be drawn for the quarter months, he replied that they are preparing the budget for a whole year and further added that it couldn’t be prepared just for three months. The Chief Minister said,
“Based on the given situations, we decide whether to go for a vote on account for three months or passed the full budget. But we are in favour to passed the full-fledged budget so that the work can start.”
On the other hand, it is ensured that the Governor of Meghalaya, Ganga Prasad would be delivering the “Governor Address” on the inaugural day of the Assembly Budget Session on March 16.
Meanwhile, CM Conrad Sangma is handling the Planning, Finance, Taxation and Personnel Ministeries. CM’s brother James K. Sangma has been given Home (Police), Food and Civil Supplies, Power, District Council Affairs, Law ministeries. Prestone Tynsong is handling PWD (Roads), Animal and Husbandry Veterinary, Housing, Labour and Parliamentary Affairs. A. L. Hek is handling Health Family Welfare, IPR, Arts and Culture ministries.
It would be interesting to know how much budget for the particular ministeries is going to be allotted. The state needs improvement in the sectors like infrastructure, health and power. The people of Meghalaya must have the hopes high for the new budget being drafted out by the ‘brand-new’ government.
